WARRANT TO CALL

SPECIAL TOWN MEETING

 

 

 

Penobscot County, ss.                                                                                 State of Maine

 

            To: Cameron McDunnah, a [Constable] of the Town of East Millinocket:

 

            You are hereby required in the name of the State of Maine to notify the voters of the Town of East Millinocket to assemble for a Special Town Meeting at the time and place described in this warrant.

 

TO THE VOTERS OF THE TOWN OF EAST MILLINOCKET:

 

            You are hereby notified that a Special Town Meeting in this municipality will be held at the East Millinocket Municipal Building in the Town of East Millinocket at 4:00 pm on July 24, 2017 for the purpose of determining the following articles:

 

Article 1:      To elect a Moderator.

 

Article 2:      To see if the Town will vote to authorize the Board of Selectmen to sell and/or dispose of a portion of the town lot adjacent to the Ellis Family Investments, LLC, grocery store upon such terms and conditions as are acceptable to them in order to facilitate expansion of the store.

 

Article 3:      To see if the Town will vote to appropriate $27,000 from the Town’s surplus to be used for the purchase of a new mower and to pay for any reseeding and treatment of the cemetery grounds necessitated by damage caused by grubs.  Any portion of this money that is not expended by June 30, 2018 will drop to back to surplus.

 

Article 4:      To see if the Town will raise and appropriate $25,000 to pay for the town’s employer contribution toward a family health insurance plan and a Maine State Retirement plant for a new full-time police officer position.  This appropriation is in addition to the amount that was raised and appropriated under Article 13 at the 2017 Annual Town Meeting.  NOTE:  The original approved budget for police operations was $241,000.

 

Article 5:      AUTHORITY FOR SELECTMEN TO ACT CONCERNING THE

                                       GNP MILL SITE AND RELATED ISSUES

 

                                    To see if the Town will vote to authorize the Selectmen to:

 

A-negotiate with the GNP Bankruptcy Trustee, and other interested parties, to acquire the real estate comprising the GNP mill site, and remaining tangible personal property on the mill site, all as described in one certain Asset Purchase Agreement dated November 14, 2014, as amended, on file with the United States Bankruptcy Court for the District of Maine in the matter of GNP East, Inc. Case 14-10791 on terms and conditions acceptable to the Selectmen;

 

B-expend no more than $10,000.00 from the Town’s undesignated fund balance to pay legal fees and expenses related to acquisition of the mill site and personal property; and

 

C-take all action necessary accomplish the foregoing tasks.
