GREETING:

 

In the name of the State of Maine, you are hereby required to notify and warn the voters of East Millinocket, in said County qualified by law to vote in Town affairs, to meet at the Schenck High School Auditorium in said Town on Thursday, the 14th day of June, A.D. 2018, at Six O’clock in the afternoon to act on Articles numbered l through 65 all of the said Articles being set out below, to wit:

 

ARTICLE 1

                          

To choose a MODERATOR to preside at said meeting.

 

ARTICLE 2

 

To see if the Town will vote to fix the 2018 taxes due and payable as follows: the first half to be due thirty (30) days from the commitment date, with interest to begin on the thirty-first (31) day at 7% per annum; the second half to be due February 21, 2019 with interest to begin February 22, 2019 at 7% per annum; and to pay interest on overpayments of real and personal property at a rate of 4%.  All checks drawn on Maine banks will be credited as of date of payment.  All out-of-state bank checks will be credited when collected from the bank.

To see if the Town will vote to set the interest rate to be paid by the Town on ABATED TAXES at 4% pursuant to 36 M.R.S.A. Section 506-A.

 

 

ARTICLE 3

 

To see if the Town will vote to authorize the Tax Collector to accept PREPAYMENT OF TAXES not yet committed pursuant to 36 M.R.S.A. 506.

To see if the Town will vote to authorize the EXPENDITURE of INCOME REVENUES in each department account as approved by the Board of Selectmen.

To see if the Town will vote to CARRY FORWARD from all departments, all unexpended vacation salaries for salaried and non-salaried positions and adequate amounts from temporary salaries to pay for vacancies during fiscal year 2017/2018.

To see if the Town will vote to donate the sum of money refunded by the State from SNOWMOBILE REGISTRATIONS to the EAST BRANCH SNO-ROVERS CLUB to promote snowmobiling for residents of East Millinocket.

To see what sum the Town of East Millinocket will appropriate for the total cost  of funding public education from Kindergarten to grade 12 as described in the Essential Programs and Services Funding Act ($2,150,915.78) and to see what Sum the Town will raise as the Town’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act in accordance with the Maine Revised Statutes, Title 20-A, Section 15688.

(Recommended $726,175.35) in additional local funds which exceeds the State’s

Essential Programs and Services funding model by $726,175.35 as required to  

fund the budget recommended by the School Board.

The school board recommends $726,175.35 for the following reasons:

 

The EPS formula does not reflect the actual cost of funding education in rural

areas where education may cost more because of its smaller size as compared to

larger city schools.  Therefore, monies will provide revenues to fully fund

programs and operate schools as well as areas excluded under EPS such as 504,

co-curricular activities, improvements and repair, etc.

 

      Note:  The additional local funds are those locally raised funds over and above the school administrative unit’s contribution to the total cost of funding public education from kindergarten to grade 12 as described in the Essential Programs and Services Funding Act and local amounts for the annual payment on non-state-funded debt service that will help achieve the Town of East Millinocket budget for educational programs.

To see what sum the Town of East Millinocket will authorize the School Board to

expend for the fiscal year July 1, 2018 through June 30, 2019, from school

administrative unit’s contribution to the total cost of funding public education

from kindergarten to grade 12 as described in the Essential Programs and  

Services Funding Act, non-state funded school construction projects, additional

local funds for school purposes under the Maine Revised Statutes, Title 20-A,

section 15690, unexpended balances, tuition receipts, local appropriations, state  

subsidy and other receipts for the support of schools.

Shall the School Board be authorized to transfer a sum no greater than $20,000 from unexpended balances at the end of the 2017-2018 Fiscal Year to the Special Education Reserve Account for the purpose of providing special education services either in-house or in an out-of-district placement program?

 

ARTICLE 35

 

Shall the School Board be authorized to expend funds in the Special Education Reserve Account for the purpose that such reserve account was created, in the amount not to exceed $40,000 for the year beginning July 1, 2018 through June 30, 2019?

 

ARTICLE 36

 

Shall the School Board be authorized to establish a Fuel Reserve Account and transfer a sum no greater than $20,000 from unexpended balances at the end of the 2017-2018 Fiscal Year to the Fuel Reserve Account for the purpose of protecting the school from an unexpected increase in fuel supply costs?

 

ARTICLE 37

 

Shall the School Board be authorized to expend funds in the Fuel Reserve Reserve Account for the purpose that such reserve account was created and in the amount not to exceed $20,000 for the year beginning July 1, 2018 through June 30, 2019?

 

ARTICLE 38

 

Shall the Town of East Millinocket appropriate $246,175.11 from the school department’s unassigned fund balance to offset taxes in the 2018-2019 school budget.

 

 

 

 

ARTICLE 39

 

Shall the Town of East Millinocket appropriate $14,935.22 from the school department’s anticipated unexpended funds from Fiscal Year 2017-2018 to offset taxes in the 2018-2019 school budget.

Shall the regional Northern Penobscot Tech Region III career and technical education operating budget as approved by the Cooperative Board for the year beginning July 1, 2018 through June 30, 2019 be approved in the amount of $1,950,956?

Shall the Northern Penobscot Tech Region III approve a budget for Adult Education in the amount of $40,400 for the year beginning July 1, 2018 through June 30, 2019 with authorization to expend any additional, incidental, or miscellaneous receipts in the interest and well-being of its adult education program, and shall East Millinocket raise $1,436.38 as its local share of the adult education budget for the career and technical education region.

To see if the Town will vote to authorize the Board of Selectmen to enter into a lease purchase agreement for a 2018 Global Mechanical Street Sweeper with a total cost not to exceed $221,309.80, a lease term not to exceed five (5) years, an option to purchase the equipment for $1 at completion of the lease, and any other terms that the Board of Selectmen deems in the best interest of the town, and to raise and/or appropriate an amount not to exceed $44,262 for the first and subsequent annual payment in fiscal year 2018-2019.  (Page 40)

To see if the Town will vote to appropriate $15,000 from undesignated fund balance to use for the purpose of repairing the tennis courts. (Page 40)

 

 

Article 60

 

To see if the Town will vote to authorize the Treasurer, at the request of the Selectmen, to waive the foreclosure of any tax lien certificate created by the Town’s filing of notices of real estate liens, filed on March 22, 2018 for the collection of real estate taxes for the 2016 tax year.   

 

 

ARTICLE 61

 

To see if the Town will vote to authorize the Board of Selectmen and the Treasurer to procure temporary loans (TAX ANTICIPATION NOTES) in anticipation of and to be paid from taxes and governmental grant revenues for the municipal year 2018/2019 and to execute notes evidencing such loans on behalf of the Town upon such terms as they deem advantageous to the Town.

 

 

ARTICLE 62

 

To see if the Town will vote to authorize the Selectmen, on behalf of the Town, to sell and dispose of any real estate acquired by the Town (THROUGH UNPAID PROPERTY TAX LIENS) for nonpayment of taxes thereon, or other obligations due to the Town and on such terms as they deem advisable and to execute quit claim deeds for such property.

 

ARTICLE 63

 

To see if the Town will vote to authorize the Selectmen on behalf of the Town, to sell and dispose of vehicles and equipment owned by the Town on such terms, as they deem advisable.

 

 

ARTICLE 64

 

To see if the Town will vote to authorize the Selectmen on behalf of the Town, to sell and dispose of Town owned Real Estate within the Town, and /or to sell or lease Town owned Real Estate located within the Katahdin Regional Industrial Park, on such terms, as they deem advisable.
