WARRANT TO CALL
SPECIAL TOWN MEETING
Penobscot County, ss. State of Maine
To: Cameron McDunnah, a Constable of the Town of East Millinocket:
You are hereby required in the name of the State of Maine to notify the voters of the Town of East Millinocket to assemble for a Special Town Meeting at the time and place described in this warrant.
TO THE VOTERS OF THE TOWN OF EAST MILLINOCKET:
You are hereby notified that a Special Town Meeting in this municipality will be held at the East Millinocket Municipal Building in the Town of East Millinocket at 4:00 pm on October 1st, 2019 for the purpose of determining the following articles:
Article 1: To elect a Moderator.
Article 2: Shall the voters of the Town of East Millinocket designate a municipal tax increment financing district pursuant to Title 30-A Chapter 206 of the Maine Revised Statutes to be known as the “Town of East Millinocket Municipal Development and Tax Increment Financing District” (the District) in accordance with the resolution approved by the Board of Selectmen on March 18, 2019 attached hereto, and adopt the Development Program for such District as presented to the Town Meeting?
Description: The proposed Town of East Millinocket Municipal Development and Tax Increment Financing District (the District) would consist of 0.44 acres located on the following Tax Block, 69, Lots 1 & 4, as depicted in the East Millinocket Tax Maps. The development program for the District proposes to provide financial support to the developer as a means to reduce the Corporation’s overall debt load. The percentage of new taxes to be captured by the Town of the proposed 9-year program if approved is 80, 70, 70, 60, 60, 50, 40, 30, 20, each year.
Article 3: Shall the voters of the Town of East Millinocket authorize the Board of Selectmen on behalf of the Town, acquire, sell and dispose of any real estate located in the Industrial Park on such terms as they deem advisable and to execute deeds for said property.
Article 4: To see if the Town will vote to appropriate from surplus and
authorize the Selectmen to spend up to $30,000 for the purchase of a new server and to cover other costs related to the installation of the new equipment.
Article 5: To see if the Town will vote to appropriate from surplus and authorize the Selectmen to spend up to $30,000 to complete an engineering study to project costs associated with the installation of broadband, if such study needs to be conducted.
