Police Officer

Job Title: POLICE OFFICER

Supervisor: POLICE CHIEF

A Police Officer is responsible for enforcing all municipal ordinances and State and Federal laws. Performs general duty police work in the protection of life and property, crime prevention, preliminary investigations and miscellaneous duties incidental thereto in accordance with department rules and regulations. The Police Officer is responsible to and receives instructions from the next senior man on patrol, the shift Sergeant and the Chief of Police. The officer is required to exercise initiative and discretion when faced with emergency situations. The work involves an element of personal danger.

TYPICAL DUTIES (but not limited to)

  • Enforces the laws and ordinances of the Town and State and all other pertinent laws.
  • Performs routine police patrol in cruiser.
  • Performs police patrol on foot, checks doors and windows and examines premises of unoccupied buildings.
  • Makes vacant homes security checks when requested.
  • Answers all requests for police assistance.
  • Answers and investigates complaints of domestic disturbances, break-ins, vandalism and larcenies.
  • Investigates suspicious persons, conditions and complaints, makes arrests of persons who violate laws and ordinances.
  • Accompanies prisoners to station jail cells. Performs fingerprinting and arrest procedures. May occasionally be required to transport prisoners to Penobscot County Jail.
  • Attends and gives testimony in Court.
  • Directs traffic and either arrests or gives violation tickets to those who break traffic laws. Eliminates traffic congestion and/or hazards when and where he sees them, may require operation of radar equipment.
  • Acts as backup or assists other police, fire and ambulance departments when necessary.
  • Works at desk, maintains records, prepares reports, maintains a daily log and performs other clerical and administrative duties.
  • Attends fires or accidents, gives all possible assistance, may require administration of emergency medical assistance, or accident investigation and/or taking of photographs.
  • Maintains order in crowds, parades, dances, ballgames, funerals or other public gatherings.
  • Checks all abandoned vehicles/bicycles and watches for stolen cars, missing or wanted persons, recovers stolen property.
  • Assists stranded motorists.
  • Searches scenes of crimes, makes preliminary investigations.
  • Gives advice on laws, ordinances and general information to the public, maintains congenial public relations in order to create an atmosphere of trust and respect, may require assisting the Chief or Training Officer with educational programs in the schools.
  • Performs escorts to and from bank and other general transport errands.
  • Assists other Town departments by reporting nuisances or safety hazards such as; street and sidewalk defects, ice/snow storm conditions, faulty street lamps, traffic lights, traffic signs or power and telephone lines.
  • Performs general housekeeping of police station and preventative maintenance on police vehicles.
  • Upholds the Law Enforcement Code of Ethics.
  • Other as directed or required by the Chief of Police.

REQUIRED SKILLS, KNOWLEDGE AND ABILITIES

Comprehensive knowledge of modem police administration and of police methods, comprehensive knowledge of laws and ordinances, thorough knowledge of the principles and practices of methods of patrol, traffic control, criminal investigation, crime detection and prevention and radio communications, knowledge of the functions of Federal, State and Local jurisdictions and authorities as they relate to police work, ability to maintain cooperative relationships with other municipal officials, State and Federal authorities and the general public. Effective oral and written communications skills, resourcefulness, sound judgement in emergencies, high integrity and morals, high level of discipline.

Good physical condition.

Possession of a valid motor vehicle Operator's License issued by the State of Maine and shall be insurable under the Town's vehicle insurance coverage.

EXPERIENCE & TRAINING

Completion of a standard high school course supplemented by special police courses in law enforcement. Maine Criminal Justice Academy certification preferred or equivalent training in order to be certified by MCJA. College degree in law enforcement is highly desirable and/or two years progressive experience in law enforcement, or any equivalent combination which provides the required knowledge, skills and abilities.

Specific vision abilities required by this job include near and far sight acuity, depth perception, color vision, field of vision, peripheral vision, and the ability to adjust focus. Flexibility is important because of the need to enter and exit vehicles quickly, inspect buildings, climb over and around obstacles, suddenly move out of the way of dangers, etc. Mental alertness is important because of the need to make fine distinctions and decisions concerning subtle cues to impending danger. Physical and mental demands may change dramatically within a few seconds and tax the maximum of human endurance. Therefore, the employee must maintain a physical and mental state of fitness and readiness that will enable them to handle recurrent contacts and involvement with dangerous and potentially dangerous situations. While performing the duties of this job, the employee is required to maintain the ability to walk up and down stairs, utilize protective equipment, including bullet proof vest and other protective clothing, endure moderate exposure to weather, extreme heat and/or cold, wet and/or humid conditions and other environmental conditions.

While performing the duties of this job, the employee will be subjected to a variety of hazards including, electrical hazards, fire hazards and unsafe conditions and may be exposed to wet and/or humid conditions, fumes, hazardous chemicals and materials, intense heat, extreme cold, natural and man-made disasters and hazards associated with working in and near traffic. The noise level in the work environment varies from moderate to extreme.
